After talking to some people lately, I just realized that, there is actually a huge power gap between the general officers and the managers.
For example, if you want a certain permission and you ask the general office of the department, and get an answer of 120% \”No\”. At this point, if you have find your way to connect to the manager of the department and explain your situation, they will give you a \”Yes\” if your request is reasonable and achievable.
The general officers have certain rules to play by. And they have to deal with a lot of similar cases, and breaking the rules for you means that the rules don\’t apply to anyone. However, for the manager, if you are sincere enough, and your case is reasonable enough, they will give you the green light. Your temptation of getting problem solved and you ability to reach out to them has already opened doors for you.
